Teleconverters multiply your focal length, making your lenses reach just a bit further than they could on their own. This comes at the cost of light transmission, meaning your 200mm f2.8 lens might turn into a 300mm f4 equivalent. Generally speaking, the more your focal length is multiplied the more light is lost during use.
