Exposure meters (or light meters) are instruments that measure light intensity and display it in photographic terms. They can help you measure a scene more specifically or accurately than the camera’s internal meter, if it has one.

Some light meters measure the entire scene in front of them then give averaged exposure numbers. Others meter much more precisely, drawing from a single spot and relying on the photographer to do calculations to average out the scene or expose for one specific part of it.
